When you are uninstalling ONE from within the Add and Remove Programs applet, the first uninstall screen will appear, then may disappear and the uninstall will suddenly stop. The fix for this Add and Remove Programs issue is to uninstall using the shortcut that is provided.
This can be done by going to Start -> All Programs -> ONE -> Uninstall
